Exavius is on the third floor of the Concourse of Souls, in a green room by himself over-looking the front yard. When entering the Concourse of Souls through the front doors, take a left in the main room, and then a left at the end of the hall. Follow that hall to the very top of the stairs and he will be in a small room on your right (just before the hallway begins sloping down again).
