Locations

Shallow Shoals · Zaedin's LandingOn Zaedin's Landing island.Confirmed

On Zaedin's Landing island. Located in the Northwest building above the bay, before the keep. As you face the buildings from middle of the docks, there is a break between the buildings. Next to a Syndicate Worker, a ramp goes up to the left. Follow the ramp up and keep left after reaching the top. There will be another set of stairs on your left, that will bring you up the tower where either Captain Harkan Saafir or a Landing lieutenant (his placeholder) will be.
