How to obtain it
Respawn: 8 min Special: Cold Protection, Life Sap, Poisonous Deluge, Immunities: Charm, Snare, and Root PH: a ghoulish scholar. Altar room with human skeleton in supine position on the altar. Back tables with brain and eyeball samples used for necromancy experiments. Librarian Gallier sends out his two assistants, which flank him on both sides a ghoulish scholar and a skeletal researcher, to bring in fresh human archeologist from outside and inside the crypt in order to advance their research into necromancy. Occasionally, Gallier's assistants may be busy hauling fresh bodies using the coffin cart in the front corner of the room, so a skeletal guard maybe filling in on either the left or right flank. Fresh brain and eye samples have just arrived in the original packaging that are stowed in boxes in the other front corner of the room. Bookselves align the back wall filled with various editions of necronomicons and anatomy.

Why this conclusion?
The wiki’s Player crafted section lists Disenchanting, but the item is explicitly obtained as a Librarian Gallier drop. In game terms, disenchanting generally consumes eligible magic items to produce dust used by Enchanting. This is therefore interpreted as a processing capability, not a recipe that creates Quillguard.
